Why would the architecture be included in that path? That's not what packages normally do (except for compilers and other programs of the binary toolchain). IMHO it should have been /usr{,/local}/lib/emacs/28.0.50/native-lisp/..., i.e., a structure parallel to the one in /usr{,/local}/share/emacs/28.0.50/lisp/.
