Could you please force Emacs to load server.el, rather than
server.elc, before you invoke server-mode?  I'd like to see in what
xbacktrace prints whether server-create-window-system-frame is
involved when you invoke emacsclient with -c, and whether
server-create-tty-frame is involved when you invoke emacsclient with
the -t option.  I think both these functions need to be fixed for
Windows, not surprisingly.
