Heading levels are not coloured differently when using outline-minor-mode.
Furthermore, headlines are difficult to set up so one is able to clearly distinguish
between different heading levels. Setting different colour levels is even unnecessarily
complicated because the user is forced to change the faces of keywords, comments, etc -
something many would not like to do.
Outline headings could learn a few things from rainbow-delimiters.
See "rainbow-delimiters--define-depth-faces".

There was a fix in outline.el because I think there was a bug.
