Your problem stems from the fact that tho command "(org-cycle-agenda-files)" in already keybinded to C-' See https://orgmode.org/manual/Agenda-Files.html C-' C-, (org-cycle-agenda-files) Cycle through agenda file list, visiting one file after the other.
