Have noticed that when I display a .info file (e.g. maintain.info), the
'(maintain) Top' does not work with Emacs displaying 'Info file maintain
does not exist'.

Works here. How did you try that, exactly? Does it work in "emacs -Q"?
If not, do you have something non-trivial in INFOPATH environment
variable?
