Have done this way, which works.  But I want more that what the code produces.
Currently, the number af * do not determine heading levels as in org-mode.

   (add-hook 'emacs-lisp-mode-hook #'outline-minor-mode)

   (add-hook 'emacs-lisp-mode-hook
	     (lambda ()
	       (set (make-local-variable 'outline-regexp) "*+")))
