Looks as if there could be a problem with the latter declaration.
Perhaps I am using on old emacs version.  I am on GNU Emacs 25.2.2
For what version is it fixed.

  (setq-local ricci-deviat  '(0.18 -0.18))
  (setq-local ricci-scale   0.2)

  (setq-local ricci-deviat  '(0.18 -0.18)
              ricci-scale   0.2)

All that evals fine for me on

  GNU Emacs 28.0.50 (build 1, x86_64-pc-linux-gnu, GTK+
  Version 3.24.5, cairo version 1.16.0) of 2020-10-23

From NEWS.27:

    ** 'setq-local' can now set an arbitrary number of variables, which
    makes the syntax more like 'setq'.

The NEWS file says the latter form was added in Emacs 27.
