Does Emacs still need to distribute grep-changelog?

It has no connection to Emacs (other than, Emacs contains ChangeLogs),
and nothing in Emacs uses or references it.

It has only ever been mentioned a handful of times in the help, devel,
or bug mailing lists. Most references are irrelevant (build logs etc).
One developer used it a couple of time 5+ years ago.
The last time it saw any code changes was 8 years ago.

(Maybe it more properly belongs in gnulib these days?)
