It breaks bootstrapping.
lisp/Makefile.in has international/charprop.el etc in AUTOGENEL.
So `make maintainer-clean' deletes them. Now there's no rule to
re-make them, so bootstrapping fails.
Maybe they should just be removed from AUTOGENEL?
