you don't need the if-statement here:

(defun empty-line-p ()
  "Returns t if cursor is at an empty line "
  (interactive)
  (save-excursion
    (beginning-of-line)
    (looking-at "^[ \t\f\r]*$")))

looking-at already returns t or nil.
