ange-ftp (configuration/permission?) problem

I've been using NTemacs 21.3.1 on a WinXP machine to edit files on several
other machines running QNX4 using ange-ftp without problems.  I am now
trying to use it edit files on a machine running gentoo Linux & proftpd,
but when I try to edit a file (any file) on the other machine I get a blank
buffer and the message:

  Use C-u M-x make-directory RET RET to make directory and its parents

in the minibuffer.

If I start ftp from the command line using either the Cygwin version of ftp
or the native Windows version, I can execute FTP commands on the rempote
system without problems, so it seems as though it must be an emacs
configuration issue of some sort.

The Emacs ftp buffer shows (in response to a request for
/wbp@ginkgo:/etc/hosts):

down?
