Subject: fix needed for etc/emacs.py

Someone reported a while ago that python.el can lose loading the
emacs.py support (on Windows?) when rlcompleter isn't available. The
fix I suggested hasn't been made. Can someone Python-savvy deal with
it, please?
I think the top-level import of rlcompleter should be removed.
Instead, the def of `complete' should be preceded by
`import rlcompleter' and wrapped in try: ... except:. The except:
block should define a dummy `complete' that just prints '_emacs_out()'.
