* edebug-eval-defun fails with non-ASCII characters

Load edebug and use C-M-x on an expression like this to get `args out
of range' due to looking up a non-ASCII character in a 256-long vector:

  (defun £ (?£))

This appears to be an appropriate fix (not extensively tested):
