Unless I totally misunderstand, this error happens on your local machine.
Do you have the bzr-email plugin installed there?
bzr plugins | grep email
will tell you.

If so, you should either remove or disable it, as I said in
http://lists.gnu.org/archive/html/emacs-devel/2013-06/msg00222.html
