* Possibilities for customisation package

I want to have some customisations for comments in programming languages and others (org, texi).

What are the possibilities that exist? Have started with a minor-mode. Does it make sense to extend
(or otherwise enhance) a major mode instead. How would this work out?

I think you may start to share your work when it is ready for public
use. Then people may put their advice/opinion on what is the right place
for inclusion of your code.

I am saying so because it is difficult to judge/decide without seeing
what your code does.
