I am trying to customize emacs. First of all how do I make "tilde" sign
(like "-" just "softer")
And how do I get the numbers for how long I am on a line?

Does your keyboard have a key labelled "~"? On mine, it's "Shift-`".
But even if your keyboard doesn't, you should be able to enter tilde as
`C-q 176 RET' since that is its octal ASCII code.
