Emacs bug 123. You will first need to add a line to your bazaar.conf:
bugtracker_debbugs_url = http://debbugs.gnu.org/{id}
First, what is that "{id}" thing?
And second, wouldn't it be better to advise to have this in
~/locations.conf, under the file name of the parent of all Emacs
branches? bazaar.conf is global for all bzr-managed repositories,
which might not be appropriate.

I don't see how it could be inappropriate to have this defined for all
your bzr repositories. If you don't use commit --fixes debbugs:123, it
does nothing. But I've never even heard of locations.conf, so what do
I know. Change it to say whatever you like.

Ah, okay ;-) It looks like a placeholder for the user to replace, so
