Personally I think very few things need to be discussed on multiple Emacs mailing lists at the same time, and this is not one of them. So I suggest you pick one list and stick with it. Note that if you want to cc someone on a new bug report, the right way is to use an x-debbugs-cc header when you make the initial report (see debbugs docs). Thanks.
