21.3 documentation on `make-string':
make-string is a built-in function.
(make-string LENGTH INIT)
Return a newly created string of length LENGTH, with each element
being INIT. Both LENGTH and INIT must be numbers.
The INIT must be a character, but it is not clear from this
description.
