Global minor modes might tell there is a corresponding customizable
variable in the doc string.
I think especially new users would benefit from that.

Do (new) users really need to know that? To switch the minor modes off
and on, you don't really need to be aware that there are variables that
correspond to the minor modes.

Yes, you do because you can not customize (i.e. turn them on by
default) them otherwise.

You can only do that for global minor modes. Then it will be turned on
by default.
