Hello ,
I installed the Cygwin Emacs on windows 2000 but I can't
find the .emacs file so that I can do Customize , (I search all the c directory )

At installation time there is no .emacs. I think emacs create a .emacs
to your HOME environment variable if you try to save the
customizations.

I've got an Emacs for Windows 98 which uses C:\_emacs ("_", not ".").

Emacs for Windows reads ~/.emacs if present, else it looks for
~/_emacs.

Whoever uses Emacs on a non-DOS system should try C-x C-f ~/.emacs RET
(with tilde and a forward slash).  The file you're then looking at is
your .emacs file -- maybe it is new, and thus empty.

The DOSish eight-dot-three convention does not allow .emacs as a file
name.  AFAIK, DOS is the only system where .emacs is not called
.emacs.

On my systems (98 and XP), I can have (and read) filenames of the form
.something, which have been created under Linux. But I cannot *create*
files called .something.

That is incorrect. You CAN create such files, provided you do not use
software which stupidly prevents you from doing so. The only such
software I am aware of is MS Explorer. So use Emacs to create the
file, and there will be no problem.
