As with all the cl.el functions, where they follow the Common Lisp
standard, they do not specify this. So I don't think this is a bug.

That just means that there is a bug in the other doc strings as well.
`cl.el' does not reproduce Common Lisp.
We should explicitly say that the default value of :test for `count' is #'eql,
if this cl.el function has the same default :test as in Common Lisp.

Well cl.el tried to reproduce CommonLisp behavior and indeed followed
the principle of focusing the doc on the differences w.r.t to CommonLisp.

I tend to agree that cl.el should be improved by making the docstrings
self-contained rather than referring implicitly to the
CommonLisp documentation. Patches to improve this are welcome.
