I use znc.el from ELPA, which won't work with a recent emacs, since it
has this:
;; Package-Requires: ((cl "2.2") (erc "5.3"))
but the recent cl.el doesn't have this:
;; Version: 2.02
so, does znc do the wrong thing, or cl? (IMHO cl should have the version
header)

Feel free to move the Version: header from cl-lib.el to cl.el, yes.
Tho I wonder on what detail of the CL library this package depends.
After all, I don't think CL has seen much development in a long time
(until my recent rampage, that is),
