Subject: should cl.el have a version header?

I use znc.el from ELPA, which won't work with a recent emacs, since it
has this:
;; Package-Requires: ((cl "2.2") (erc "5.3"))

but the recent cl.el doesn't have this:
;; Version: 2.02

so, does znc do the wrong thing, or cl? (IMHO cl should have the version
header)
