Do
$ emacs -Q -f shell
$ su
Password: ...
upon which one gets the clock cursor, meaning "wait", though one can
still use the shell.

Yeah, that seems wrong.  The cursor changes into a clock *after* the
password has been entered.  It remains a cursor until you type another
character.

I'm unable to reproduce this in Emacs 27, so I'm going to go ahead and
guess that this has been fixed in the eight years that have passed, and
I'm closing this bug report.  If you still see this bug, please reopen.
