I guess debbugs-minor-mode could set up `message-prune-recipient-rules'
to do that. Hm... that would be
(setq message-prune-recipient-rules
'(("@debbugs" "bug-gnu-emacs")
("@debbugs" "emacs-pretest-bug")))
I think.

And that can be done with `message-alter-recipients-function'.
