The openclipart project at freedesktop.org has flag images, and all
of their stuff is public domain.
One can browse their collection of flags at:
http://www.openclipart.org/cgi-bin/navigate/signs_and_symbols/flags/
It is all svg, so can be rendered to pixmaps at whatever size one
desires.
