I don't know if this is a bug in behavior or one in documentation, but it seems to me that C-l, recenter should center the window around the point in both the vertical AND the horizontal.

I don't think that would be good in general.
Most of the time we do not want to do any horizontal scrolling.

For quite some time I have a piece of code in my .emacs so that C-l
centers both vertically and horizontally. I agree that not everybody
will like such a feature so that it should be customizable.
Moreover, right now is not the time for new features. But in my
opinion such a feature makes sense after the release of emacs 22.
