It is defined in fringe.c when HAVE_WINDOW_SYSTEM, so it's not
easy to move.

Perhaps we could add this to subr.el:

(unless widow-system
  (defun define-fringe-bitmap (&optional rest)
    "Dummy function for text-only terminals."))
