OK - your example works, but the following doesn't:
--8<---------------cut here---------------start------------->8---
* Foo
Foo
*************** TODO :noexport:
Bar
*************** END
--8<---------------cut here---------------end--------------->8---
Effectively, it is exported if the inline task has ho header text.
