That implies you have not configured org-mode to include the tikz
package.
If you execute this block in a buffer does it work?
#+BEGIN_SRC emacs-lisp
(org-babel-do-load-languages
'org-babel-load-languages
'((emacs-lisp . t)
(python . t)
(ditaa . t)
(dot . t)
(plantuml . t)
(gnuplot . t)
(sh . t)
(org . t)
(latex . t)))
(setq org-latex-packages-alist
(quote (("" "color" t)
("" "minted" t)
("" "parskip" t)
("" "tikz" t))))
(setq org-latex-create-formula-image-program 'imagemagick)
#+END_SRC
