I think the code that doesn't seem to make sense is there for
historical reasons and could be cleaned up.  IIRC, it used to be
necessary to choose GUI or console based output on W32 at compile
time, but Andrew Innes or Geoff Voelker fixed it so a single
executable could support both (and the -nw option) around 19.27 or so.
I guess some of the old code is still hanging around.
