Thank you, Eli, for helping me track down the prior versions of `libintl` and `libiconv`.
Underneath the configure printout below is a listing of all the files that were used to create the build on WindowsXP. Once I had a better understanding of the basics needed by MinGW and MSYS, I ended up using a manual install of the packages instead of using the package manager.
