The status is that our present course is to keep master as the "next version" (25.2), while working in emacs-25 as the "upcoming release". When emacs-25 is ready to release, we will tag it, merge master to it and work toward 25.2. Features that are intended for 26 should live on a feature branch right now, since people should mainly be using emacs-25, or if they are doing advance work for the next release, master. Whether we need a "third branch" to aggregate features for 26 is an open question, and one that should only be answered by a feeling of pressing need.
