To create a new frame without toolbar nor menubar :

(make-frame '((tool-bar-lines . nil) (menu-bar-lines . nil)))

Read the `Frames and X Window' info node to learn how to turn off the
corresponding modes.

To make this behavior persistent add the following two lines in the
.emacs file:

(menu-bar-mode -1)
(tool-bar-mode -1)
