* elpa update error

Hi everyone. I seem to have some problems updating the official elpa
archive since a few days. I currently get the following:

error in process filter: Error retrieving: https://elpa.gnu.org/packages/archive-contents (error http 400) [2 times]

The url seem to respond to a regular browser query.
What could be the issue?

I'm also using melpa as a source, which instead updates just fine.

Workaround: use 209.51.188.89 in your package-archives instead of
elpa.gnu.org until someone figures out what the bug in Emacs is.

I wanted to inspect the traffic, but I discovered that switching to http
also works the issue around.

SNI issues?

No, IPv6 connectivity issues which showed up a bug in Emacs when
switching from IPv6 + TLS to IPv4 + TLS. Details elsewhere on this
list :-)
