I just tried to open my .gnupg/pubring.gpg and got
'File exists but cannot be read'.
It's not a permission problem. I own the file and mode is 600. And if I
change it to 644 I still get the same message. I think emacs is confused
because it's binary.

That appears to be a bug in epa-file-handler (see the entry on
file-name-handler-alist).
