I see this too.  The cause is in semantic/complete.el where

  (defclass semantic-displayer-focus-abstract (semantic-displayer-abstract)

happens before

  (defclass semantic-displayer-abstract ()

in the file.  In CL CLOS, so to say, this is allowed, but I'm not sure
how Emacs handles forward-referenced classes.

Since I didn't see code supporting class finalization and
forward-referenced classes anywhere, I'm answering my own question, and
I have pushed a fix.

Thanks Gerd.  But that just undoes what I did before, so it gives us
back:

I just pushed a different take on the problem, which I hope fixes the
