But cl-lib does:

(provide 'cl-lib)
(unless (load "cl-loaddefs" 'noerror 'quiet)

  (require 'cl-macs)
  (require 'cl-seq))

Is that not enough? Or (more likely) I donʼt understand the whole cl
load/autoload stuff.
