The first half of that already exists:
face-ignored-fonts is a variable defined in `C source code'.
Its value is nil
Probably introduced at or before Emacs version 21.1.
Documentation:
List of ignored fonts.
Each element is a regular expression that matches names of fonts to
ignore.
