I used Emacs first on Windows/Cygwin, now on macOS, always in tty. Of course there's also remote usage via ssh, I don't do that much, but know that it's possible if I need. That is, xkb is not an option for me. I even disable normal layout switching key combo in macOS, so that I doesn't press it accidentally while in Emacs, and switch layouts by clicking in dock (not very convenient so it forces me to learn how to depend on OS less).
