It's just some settings that will not be actual Lisp code. Maybe dir-locals.elp for "emacs lisp properties"? My understanding is that an Emacs Lisp file is specified to end with .el herring@lanl.gov says the file in question is in Emacs Lisp, albeit `not a file of arbitrary Lisp': ... it is not a file of arbitrary Lisp, but rather contains a set of buffer-local variables to set in the buffers visiting files it affects, subject to the normal risk-checking. My understanding is that when he says `not a file of arbitrary Lisp ... a set of buffer-local variables to set in the buffers visiting files', he means no defuns. Only setq's are permitted.
