* invalid vm path?

I just did a fresh install of Windows 98se and emacs.  When
I try to compile i get an error "Invalid vm path
c:/bin/javaw.exe"

my setup:

c:/windows

SET PATH=C:\j2sdk1.4.1_01\bin;

SET
CLASSPATH=.;C:\j2sdk1.4.1_01\lib:.;c:\junit3.8.1\junit.jar.

any ideas on how to solve this problem and point emacs to
the proper directory (c:\j2sdk1.4.1_01\bin)??
