The docstring for window-scroll-bars says
"Value is a list of the form (WIDTH COLUMNS VERTICAL-TYPE HEIGHT LINES
HORIZONTAL-TYPE PERSISTENT), see ‘set-window-scroll-bars’."
But, COLUMNS and LINES are never described, and set-window-scroll-bars
naturally does not mention them.

If the doc string leaves something unclear, the next step is to
consult the ELisp manual.

Did look up "22.12 Scroll Bars", but no information about COLUMNS
and LINES is there.

Go to the Elisp info manual, type `i` (`Info-index`) and type
`window-scroll-bars`. It'll take you to the place in the manual where the
function `window-scroll-bars` is discussed. It mentions COLUMNS and LINES.
