If we want to support "project-local" behavior (and I think we very
much do), then inevitably there will be cases where the user will have
to do extra work to tell Emacs which project to use.

If you've only used a single project in this Emacs, then we should be
able to avoid having you select a project when you're in a buffer which
is not explicitly linked to "the only project".
