We have only two "ELPA repositories": `elpa.git` (which hosts all GNU
ELPA packages) and `nongnu.git` (which hosts all NonGNU ELPA packages).

So you're talking about downloading just 1 ELPA repository (since AFAIK
noone has yet suggested to bundle packages from NonGNU).

But in any case, as Eli mentioned, the plan was instead to duplicate the
branches from `elpa.git` that we want to bundle with Emacs into sister
branches hosted directly in `emacs.git`.
[ At the cost of a bit of redundant storage and having to keep those in
  sync with the ones in `elpa.git`.  ]

PS: For reference, the previous work in that direction can be found in
`feature/core-elpa-by-copy` (and also `feature/integrated-elpa` which
was an earlier attempt).
