Then, why don't you write a little elisp that moves the new content to
the beginning (or that skips the quoted text when reading it)?

That's the beauty of non-top posting: it has all the info of top-posting, so
you can mecanically convert it to top-posting, whereas the converse is not
true, because you need intelligence to figure out which part of the reply
corresponds to which part of the earlier message.
