Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Not according to the conventions of American English, IIUC.
The manuals are probably inconsistent on this usage.

That's also my understanding. And I hate this convention.

Paul Halmos's books all use the logical convention, at least according
to _Mathematical Writing_ by Donald E. Knuth, Tracy Larrabee, and Paul
M. Roberts. That book, however, ultimately recommends the standard
convention.
The GNU GPL and GNU GFDL both use the logical convention, although
the "Permission is granted..." paragraphs at the beginning
of the Emacs and Calc manuals both use the illogical convention.
Despite conventions, can I assume that there'd be no problem making the
changes that Leo suggested (and perhaps the "Permission is granted ..."
part of the Calc manual)?
