Not sure if it is related, but under X11, I do see the euro displayed as
a euro sign, but it uses -unknown-DejaVu
Sans-normal-normal-semi-condensed-*-13-*-*-*-*-0-iso10646-1 even though
my default font -misc-fixed-medium-r-semicondensed--13-*-*-*-*-*-*-*
also includes a euro symbol.
