Now, had the package been hold back automatically, or is any newly
uploaded package reviewed before it comes available in the package
manager?  elpa/README could have a note about how that works, so that
people know that "deploying the archive [...] happens automatically once
a day" does not necessarily mean the package will occur within 1 day.

No, the build simply failed (because it needs to find those elements).
"make" in the "elpa" dir caught this error, but didn't catch the second
error (the missing final line) for some reason (it doesn't use quite
the same code as the one used to build the tarballs).
